The State of Deseret was first proposed by Mormon settlers in 1849, with borders extending far beyond modern Utah. It was never recognized by the United States, and was superseded by the formation of Utah Territory in 1850. However, Young persisted in fighting for a State of Deseret, and led annual meetings as a sort of shadow government from 1862 to 1870. This governor's message was delivered at the first of these assemblies, and argues forcefully for statehood. Flake 2792.
